Kirk is from Iowa (he only works in outer space), which gives him an edge in the early primaries and an important general-election battleground state. Spock, OTOH, has no home-state advantage, and may even have some 12th Amendment problems. Sure, his mother is human, but does that make him a natural-born citizen? Where’s the birth certificate?
